Kathmandu: The Indian Prime Minister Narendra Modi repeatedly referred to Nepal’s unharnessed natural resources during his parliament speech in Kathmandu, August 3, 2014 however, for having failed to convince Nepal sign Power Trade Agreement and Upper Karnali Project Development Agreement on its own terms and conditions, he must have been highly disappointed.

Nepal perhaps for the first time hinted India that agreements must be on equal terms and conditions.

“We do not want electricity for free. We want to buy it. We also do not want to take your water. By selling power only to India, you can become a developed nation,” said the Indian Prime Minister.

But why the price has been in your set terms then?

With India asking for more time to review the amendment proposed by Nepal in the draft unilaterally prepared by India, the possibility of signing the deal has been indefinitely postponed, confirm reports.

While India under a generic framework had proposed an ‘Energy Cooperation Agreement’ to allow it harness Nepal’s entire hydropower potential by barring third countries, after much hue and cry from the stakeholders, the government of Nepal had proposed amendment to limit the agreement to power trade only.

During the course of his eloquent speech, that it was indeed, made in Hindi that majority Nepalis are familiar with, the Indian Prime Minister announced USD 1 Billion as Concessional Line of Credit without Nepal even forwarding a formal request.

The Indian Premier said, “I would like to declare it right here that India has decided to provide Nepalese rupees 10,000 crore as concessional line of credit. Nepal on its own can spend this on its priorities. You can invest this in hydropower and areas of infrastructure development. This is separate from the previous assistance that India has already provided to Nepal.”

With India in the past repeatedly providing same projects and supports under various categories and at different time interval used to create confusion among the Nepali population and also being criticized for its strange acts, this time though Modi’s declaration that the amount being provided by India was a separate one has helped to wipe out confusion if any.

More than anything else, Modi’s affirmation that Gautam Buddha was born in Nepal and his repeated reference to Buddha during his speech has won the Nepali hearts.

It is also to be seen in the days ahead if Modi will be allowed by his own bureaucracy to implement his HIT strategy for Nepal.

Hyderabad: Andhra employees heaved a sigh of relief on finding that the Government of Andhra Pradesh had adequate resources to pay the salaries. This was one of the biggest dilemmas facing the nascent state.

According to the present statistics there is no problem for the income for Andhra Pradesh government. The official sources are saying that the income from state taxes, share in central taxes is satisfying.

“The position is not as pathetic as envisaged earlier and the state has got considerable amount of income in July,” said a top official in the state government.

The state got an income of Rs.5,480 crores in July. Even though the officials had estimated only 45 per cent of VAT income for the state, it rose to 47 percent.

The income from new liquor license policy was also increased in July. The income from motor vehicles tax and stamps and registrations was also fine.

The undivided Andhra Pradesh used to get an amount of Rs.1,960 crores in the form of central taxes. After the bifurcation, Andhra Pradesh got an amount of Rs.1,200 crores in July.

DELHI/ISLAMABAD: After three days of ‘will he, won’t he’ speculation, the Pakistan government confirmed on Saturday Prime Minister Nawaz Sharif had — in the face of opposition from hardliners at home — accepted India’s PM-designate Narendra Modi’s unanticipated invitation to Saarc heads of government to attend his swearing-in on Monday.

Sharif’s confirmation, which comes a day after the terror attack on India’s consulate in Herat, Afghanistan, and Lashkar boss Hafiz Saeed’s warning against coming to New Delhi, sets the stage for an unprecedented visit and escalated the inaugural ceremony into a star-studded international show of strength for Modi even before his formal takeover.

It was an open secret, right from the beginning, that Sharif wanted to make the trip, and was heartily supported by his foreign office, his daughter and brother, and political colleagues on both sides of the aisle. But he had to weather a quiet storm within the military-intelligence establishment, which is what triggered the uncertainty over whether he would finally say yes.

The Pakistan army, which largely calls the shots on India, was reportedly not particularly enthusiastic. The new army chief Raheel Sharief belongs to the mould of the conservative general who is instinctively antipathetic to India. Also, Sharif and Sharief have not seen eye-to-eye on a number of issues.

Pakistan is expecting a substantive agenda for talks with Modi while India is pitching for a more “getting to know each other” kind of meeting. The bilateral, scheduled for a brief 30 minutes on Tuesday, can hardly be expected to cover the gamut of issues. But Pakistan, which will include (besides Sharif) foreign policy adviser Sartaj Aziz and party leader Tariq Fatemi, is likely to ask for the resumption of composite dialogue which was disrupted after the 26/11 attacks. The dialogue has long outlived its usefulness but nobody has yet found a replacement for it.

India, for its part, will be watching to see if Sharif meets the separatist Hurriyat group, which has been a regular feature in every Pak leader’s visit. There is no formal word yet of such a meeting taking place.

Amitabh called Chandrababu over phone on Saturday and extended his greetings, TDP sources said. “I wish you many more successes,” Amitabh was quoted as telling Chandrababu, who is set to take charge as Chief Minister of (new) Andhra Pradesh soon.

Chandrababu and Amitabh enjoy good friendship since the former’s stint as Chief Minister of (undivided) Andhra Pradesh.

Hyderabad: The suspense over which way the Centre will bend in proceeding with Andhra pradesh affairs, a state whose bifurcation is a certainty now.

The current period where a decision is pending on the impostion of President’s rule, is leading to various speculations.

The UPA Government may at least put a pause on this suspense in the next meeting of Union Cabinet which was earlier scheduled for this evening.

Congress high-command seems to be seriously pondering the issue, although reports after the previous Core committee meeting suggested that the party leaders are veering round to imposing President’s rule.

Some observers are questioning these reports on the ground that if the Centre wanted to put President’s rule, it could have got it ratified in the just-concluded Parliament session. This is warranted because President’s rule imposed by the Government has to be ratified within six months.

A counter-argument is that a new Government at the Centre would have been formed before the lapse of next six months and ratification is not a big issue.

The second option is putting off elections for the state Assembly until the two states are actually divided into two.

However, this can prove tricky as the current UPA Government will lose its executive powers once the Central Election Commission announces the schedule for the Lok Sabha elections. It has to be mentioned here that the CEC is proceeding on the lines that elections will be held to Assemblies o AP as it exists now along with Lok Sabha polls.

The newest idea in the minds of top Congress leaders is said to appointing two Regional committees for Telangana and Seemandhra regions. In the aftermath of T Bill being passed by Parliament and the notification of new state being only a formality, Telangana Congress leaders are lobbying for a separate PCC for them.

Special package to Telangana demanded

Hyderabad: TRS floor leader in the Assembly Etela Rajender today demanded that the Centre give a package to Telangana after bifurcation of the State as the region had suffered colossal losses during united Andhra Pradesh government.

Speaking to the media here on Thursday, Rajendar said Telangana State formation was the only solution for all problems and people who fought for Telangana State should play key role in the development of new State.

Hitting out at Seemandhra leaders indirectly, Rajender said nobody should think that Telangana region has no political experts.

CPI floor leader Gunda Mallesh lamented that political parties which had submitted letters to the Centre in favour of Telangana State took a “U” turn as a part of improving their vote bank. He called upon the people of Telangana to become active partners in re-building Telangana State.

TRS leader and Peddapalli MP G. Vivek said the Congress has taken a decision in favour of Telangana in 2004 itself and the people supported the party. He questioned as to why the Seemandhra leaders were opposing State bifurcation now. He also claimed that 78 per cent investments made in Hyderabad had come from other States.

TNGOs leader Devi Prasad felt that demand to increase Assembly constituencies in Telangana was not justified. When the Centre was busy to bifurcate the State, the demand to increase Assembly seats is not proper, he said, adding that even after division Article 371(D) should continue.
